OFBiz should be improved to allow the ability to manually set ship estimates for sales order ship group ship methods with costs that are calculated offline.  Currently the ship estimates may only be set for PURCHASE_ORDER on optionsettings.ftl page.  

One difficulty in providing this functionality is how the ship estimate box should be used.  Should it always be available regardless of whether a ship method with calculated offline cost is selected or not?
