Steps to regenerate:
1. Create an order for product 'WG-1111' with 5 quantity so that promo 'Test Promo 1' gets applied.
2. Quick ship the same order.
3. Create return for the fulfilled order.
4. You can see in return item that promo description is rendered with HTML elements.
