While working on OFBIZ-8250 and after Deepak at OFBIZ-7942 I found that the ignore_missing option of the <#include Freemarker directive does not work. I have reported to the Freemarker incubating project.
Hopefully this will be fixed and we will then be able to remove the need of creating emtpy svn and git info footers files when building.

In the meantime I'll already commit the necessary changes waiting for the Freemarker fix.
