Entities have titles, and fields within them have descriptions.

These are only defined in English.

Web Tools allows you to browse entity definitions. It should present names and descriptions in a localised language.

I propose
- the *name* attribute of <entity> and *description* attribute of <field> remain as-is for backward compatibility and as a default value if localised text is not available for a language.
- A new optional attribute for <entity> and for <field>, each of which contain a key for a resource property, much like the keys for text in widgets. Names might be *nameKey* and *descriptionKey*
- XML property files with localised values for different languages
