As explained at bottom of OFBIZ-8316:

The runtime\indexes\content and runtime\indexes\product dirs are only used by Lucene. I suggest to have as defaults runtime\indexes\lucene\content and runtime\indexes\product and to keep runtime\indexes\solr as is. It will be configurable using properties.
