We can set the fop.xconf file path in fop.properties, in this way we can use customize fop.xconf if needed.

As per current pattern we are using hardcoded path to get the fop.xconf file, we can use the FlexibleLocation.resolveLocation  to resolve the location. It will allow us to set custom fop.xconf file.
