I reopen because of an issue with r1724954: testCreateOrderConfigurableServiceProduct does not pass.
I reverted r1724954 at r1725556 but did not revert in R15 and R14 because it's maybe the right direction and the problem could be in testCreateOrderConfigurableServiceProduct
