Resolution: Not a Problem
I'm resolving this as not an issue and closing because I created it back when I was less familiar with the production run functionality. I've recreated the company's legacy WIP report without the proposed improvement.

I propose adding an additional nextTaskId field dependent on the added time entry functionality to generate an inventory list for production run task fixed assets.
