While working on OFBIZ-9997 I noticed it's impossible to create more than 1 ProductManufacturingRule.

It also shows ManufacturingMachineGroupIdAlreadyExist ("Fixed Asset Group ID doesn't exist") when you try to create one using manually the AddProductManufacturingRule service which makes no sense.
