    Description:
Steps to regenerate:

1. Place an order 2 items (one with promotion and one without promotion)
 2. Open [order manager|https://demo-stable.ofbiz.apache.org/ordermgr/control/orderlist] and click on place order
 3. Refresh the page
 4. Check order item qty and total
 5. Now, cancel the item without promotion
 6. Refresh the page
 7. Again, refresh the page
 Actual: Every time page is refreshed the promotion item is added in the created status.
 Please refer to the attachment.
Note: Validate the flow with different items.
