Attachment: utildatetime.patch
Improved UtilDateTime.java patch. I moved a subset of Vinay's changes to the end of the file to make it easier for others to review. Plus I added a few methods that I found useful in my calendar efforts.
This is more of an incremental change than the one Vinay provided.
The new methods in this patch have been tested.
I will be on vacation this week, so I won't be available to answer comments until May 13.
