Steps to regenerate the issue:
-Create an user with security group as 'CONTENT_USER'.
-Access the 'Content' component.
-The user is able to see the content list for
   -Websites,
   -Survey,
   -Forum and
   -Blog
But is faced with an error message for incorrect user permission for
   -Content,
   -Data Resource,
   -Content Setup,
   -Data Resource Setup,
   -Template and
   -CMS.
- Ideally view permission should be added, and user having contentmgr view permission should be able to view all the menus and screen item.
-After changing the permission from 'CONTENTMGR_UPDATE' to 'CONTENTMGR_VIEW', the user is now able to see the list for the rest of the menu items also.
