Here is a first draft of some new permission code for content. This is FAR from complete, but I am posting here for initial review and comments. These methods are the first step to re-factoring the content manager permissions.
I do not expect these to function at this time; the purpose to to finalize the logic which the permission code will follow. Once this is finalized, and the code is implemented I will check in actual code to begin testing.
