Updated the patch.

Additional change:
Removed previous logic for totalLabels variable.
Added null pointer check.

Steps to verify:
1. Go to Webtools (https://localhost:8443/webtools/control/main)
2. Click on ArtifactInfo tab (https://localhost:8443/webtools/control/ViewComponents)
3. Click on Label Manager subtab (https://localhost:8443/webtools/control/SearchLabels)
It should have {quote}Total labels count{quote} at the top too.
