Hi,
I looked into the problem and it seems that it was a problem in the "createWorkEffortRequestItem" . The entity-name used in the 'find-by-primary-key' was "QuoteWorkEffort" instead of "CustRequestItemWorkEffort".

It may be an error from a copy/paste.
I attached a patch to the issue.
