All the files in one, it's more simple to test.
You have only to deploy the tar file in the website directory
tar xzf website-fr.tar.gz
it will create fr directory in website, template/page and template/region with the french file
I have add the php2html_fr.sh file which build the fr/*.html file from template/page/fr files.
Currently still two points to do/solve :
1. some icon are not correct on index page
2. put a littre flag on en page to change to french
