moving NO_SHIPPING into seed data

Hi everybody -

Small technicality, but NO_SHIPPING is actually used by the  
application in absence of any other shipping methods being  
available.  Therefore, should we move it into seed data from  
DemoShipping.xml?  I thought so but wanted to check.
