order created when payment authorization failed

Hansen
When submiting a sales order, payment authorization failed. But the
order was created. However, the shopping cart was not empty and the user was
presented the same checkout review screen. Can anyone tell me why an order
should be created if the payment authorization failed?

Thanks,
Hansen

OK. I understand the problem now. Previous scenario was caused by an
exception thrown from my paypal payment API. Under that situation, an order
is created with "Created" status. An order is created with "Rejected" status
if the authorization return false (such as cvv2 or avs does not match, etc).

the problem still exists
it has been covered before
the gateway driver does not pass the appropriate flags back to
paymentservices.java properly.
