random location of CC storage

Goal to
to be able to store CC and have them recalled by login party from a list.
Pass Visa audit.

Scope
1)encrypt  and decrypt the CC number by a system only service.
2)store in configurable entity the name of  the entity that holds the
CCnumber
3)store the seed for the encrypt and decrypt per party or login in the
another random entity configurable on build.

any thoughts?
