Hi,

Since we need now to set ofbiz.admin.port in start.properties for each instance we want to run simultaneously, would it not been
easier to have all start properties files in a config dir of start component instead of in framework\start\src\org\ofbiz\base\start
Is there something blocking because it's the bootstrap?

Exactly. The startup code needs access to the properties file before the
component loaders are initialized.
