Removes the "runtime" specialpurpose component, for https://issues.apache.org/jira/browse/OFBIZ-6767 in relation with https://issues.apache.org/jira/browse/OFBIZ-6610

Until proven necessary I remove this component. Anyway it's not the right place for it, so if it's somehow needed it should be well placed
