[OFBiz] Users - screens.render in ftl

is the direction, when possible, to remove the use of screen.render in ftls and house them in the *Screens.xml and use CSS to control the layout?  I'm asking because the current use of that is making it dificult for me to maintain my "difference" apps and wondering if it were worthwhile for me to work on that.
