Just don’t create any
ProductCategoryMember entries for the deactivated ones, and they shouldn’t
show up on the public cart.

Deactivating products
I'm trying to import ~40000 products from a different database into
OFBiz right now. However, many of the products have been deactivated for a
number of reasons (discontinued by manufacturer, duplicate product information,
etc) . I need these products to import into the OFBiz database, but I don't
want them to be visible from the ecommerce site.
What is the best way to deactivate a product in OFBiz? You can set the sales
discontinuation date to prevent it from being sold, but I need to make it so
the product won't be visible to customers at all, and won't come up in customer
searches.
