HtmlFormRender.renderHyperlinkTitle does not currently support any target type other than "intra-app".
I believe that it will be useful to handle javascripts from these header links. Often they will be used to reorder.
If there are search parameters involved, they will be in an associated form and a javascript will be the best way to send  those to the server.
