OOTB OFBiz does not compute Sales Tax properly when the user chooses Checkout without Login.  I tried this multiple times with valid addresses in both Utah and California and no dice.  

I did try this with the DemoCustomer (who's address is in Utah), and the sales tax was computed successfully - FYI.
