I use this script to create the postgres databases:  I seem to recall
that I had to do this prior to running ant.

postgres@db02:~$ cat recreate_ofbis.sh
#! /bin/bash

dropdb ofbiztenant; dropdb ofbizolap; dropdb ofbiz

for db in ofbiz ofbizolap ofbiztenant; do
    cmd="
CREATE DATABASE $db
 WITH OWNER = ofbiz
 ENCODING = 'UTF8'
 TABLESPACE = pg_default
 LC_COLLATE = 'en_US.UTF-8'
 LC_CTYPE = 'en_US.UTF-8'
 CONNECTION LIMIT = -1;
"
    psql -c "$cmd" -d postgres
done
