I made notes how I installed OFBiz on Windows 10 and posted this in this
forum last month. Maybe that helps.

In Step 8 it says:
open a command window in administrator mode
for that right-click on the start button, open search, enter cmd and execute
as administrator

Set-ExecutionPolicy Unrestricted

But the result is the same.
