using ivy when downloading postgres driver

Hi all,

I've managed to use ivy (http://ant.apache.org/ivy/) to download the
postgreSQL driver, instead of using a direct download link. Before
adding it to the trunk, I'd like to have your thoughts on this.

just what I said in my mail, this is a direct download from the PG
website, and this is not using maven repos. And then less extensibility
in the future.

What I've done is replacing what is under the ant target, not the target
itself.
