Configurable Product not creating a requirement

Hi,

I have a product that is configurable. I have set this product to create
a requirement for each Sales Order. After approving the order no
requirement is created.

Is there a reason why a requirement would not be created for a product
that is configurable?

A production run is created when a configurable product is ordered.

It should create after r682365
