How enable webtools module in ofbiz 9.04

Hello,

I want to access webtools home page in url: https://localhost:8443/webtools/control/main
but i get this error message :

org.ofbiz.widget.screen.ScreenRenderException: Error rendering screen [component://common/widget/CommonScreens.xml#GlobalDecorator]: java.lang.IllegalArgumentException: Template location is empty (Template location is empty)

Which file should be configured to activate webtools access page.
