Is there an easy way to import a xml data file into Ofbiz database  
which cares  about  foreign key constraints ?
How to determine the order of xml entities-records in the import file ?

I would suggest you look at the demo data for sequences
you may use the webtools imports and disable the FK's or use dummy ones

I'm not sure of what you are looking for. If it's only that you are stuck because of foreign key constraints you may have a look at
https://localhost:8443/webtools/control/view/checkdb
