[OFBiz] Dev - ATP/QOH bug

Here's an issue that I sincerely beleive is a bug.

Product "X" has following ATP/QOH in the inventory 1000/1000

Order 1500 of product "X" & the OISGIR has quantity = 1500 & quantityNotAvailable = 0.0
Create new shipment for the above order & go to the Order Items for this shipment
You can see that the "Issue" column has 1500 in the input box which is absolutely wrong.

Another place where this issue manifests itself is in the auto-creation for requirements.
In the above case, if the we'd set create requirement when QOH falls to min stock level,
a requirement is created for the min stock level, when clearly the requirement should be
500 for the order & one more for the min stock level.

Somebody confirm this for me, so that I can look further into it...
