Picklist - Inventory Transfer

Hi,
I need some directions to implement Transfer Shipments, functionality planned but not yet deployed in OFBIZ. Si Chen suggested that Transfer Shipments need a UI to select inventoryItems, and after that adjust source facility inventory.

I thought that Transfer Shipments could follow the same process than orders, Picking -> Packing. I'm wrong? The point here is that Picklist data model relates picklists to orders, not to Shipments.
