I guess he uses of Jira has changed.
used to be I would attempt that to have the Jira closed.

I've noticed that sometimes people close issues just because they  
aren't being worked on, and maybe that is what you are referring to.

Personally I think that is a mistake and it isn't a problem to leave  
issues open as long as needed.

If someone closes one of your issues and you think it should stay  
open, just say so... this is a community effort so don't think of  
ANYONE as having a more important opinion than yours just because of  
who they are (while respecting the opinions of others of course).

There was a time I open jira for discussion of an idea.
I was told that the jira was not the place for it.

I agree.

I think what happens is, every once in a while a committer will have the
time and be in the mood to clear up old Jira issues. If the issue can't
be solved, or it seems there is no activity, then there is a strong
temptation to just close it. It gives one a sense of "clearing off my
desk" or "emptying my in-basket." But like you said, it shouldn't be
done that way.

You may then open a Jira issue, maybe by hance someone will read and do it for free...

It would seem that when a patch is ready then the comitters have a
responsibility to review and commit, as far as clearing off thier desk,
so to speak.

However if a issue is open but no patch then either a discussion between
interested parties and/or a patch is the goal.

Since this is not a business but a community it seems the time line for
a particular jira could spans months or years, till interested parties
are attracted, or the person that opened it becomes familiar enough to
submit on their own.
