Yeah, it looks like it is. That poor box is pretty over-loaded these days. We haven't scaled it up for new things on it because we are in the process of moving things over to the ASF resources, which will lighten the load on it. What we are seeing is intermittent pauses in our monitoring system.
JIRA seems to go down for about 5 minutes and then comes back up. This appears to be due to the garbage collection. Both JIRA and Confluence are installed in the same JVM, and both have decent sized caches turned on. Then, swapping is adding to this with the current heap sizes. By the time our monitoring system catches it and an engineer confirms it/logs into the server, the system is back up.
