How would we make it to work like:
IF order price is 200 the shipment should be free.
Or if purchase 3 books the shipment would be free.
Or all these free shipping promotion needs to be done using shipment method ?

Free shipping promotion is not working anymore. It has been deactivated (see ShoppingCart.java[3270 trunk or 3200 release]). You may use a shipment method free of charge instead...
