I was under the impression that ofbiz will always render date/time fields as ISO format into the hidden field and let the javascript framework handle internationalization of the viewable field. This can certainly lead to the tooltip displaying a different format from the actual input. Tooltip text is based on the user login locale, but the javascript is dependent on the browser locale.
The javascript library is datejs and you can see the formats used by the browser from the javascript object Date.CultureInfo
