I was under the impression that ofbiz will always render date/time fields as ISO format into the hidden field and let the javascript framework handle internationalization of the viewable field. This can certainly lead to the tooltip displaying a different format from the actual input. Tooltip text is based on the user login locale, but the javascript is dependent on the browser locale
