Pierre,
The same argument could be used to put all of OFBiz in the HR component. A project manager is an employee, so project management belongs in HR. A catalog manager is an employee, so catalog management belongs in HR. A web developer is an employee, so content management belongs in HR.
I worked in HR for several companies over 10 years. No employee ever gave me expense reports. Expense reports were always given to a department manager - who forwarded them to accounting after approval, or they were given directly to accounting.
