So, what you are saying is:
Instead of just checking to see if the logged in user is a member of these roles, also check to see if the logged in user is associated with the party group as a Group Member or some other specific role? Of which that party group should be associated with the workeffort in one of the ownership roles... This should work nice, and could also be applied to the content permissions.
