As Jacques already pointed out, via the Entity Data Managements functions in the WEBTOOLS component everything can be adjusted by a user with the appropriate permissions there. That should suffice the 'backdoor' modification capabilities, with the impact/risk it brings.
Just having a global permission (e.g. CONTENT_ADMIN) is not enough with respect to CRG, without proper definitions. What a user with a <COMPONENT>-ADMIN permission is allowed to do is indeed debatable. Maybe we should discuss the general aspects first and the specifics per component second in in the dev ml and achieve consensus on the matter, before implementing changes regarding that aspect.
