Not sure if this helps but for the OFBIz surveys I setup and ran in the past using SurveyMonkey - as the administrator I have permission to go in and modify any of the responses received from anyone. I haven't done but I could do - so it seems that there is some requirement to have that type of functionality available. We just need to decide which way to go - keep it or remove it.
