Here the steps to replace the old Shipment Manifest Report:
1) add file %ofbiz%\applications\product\webapp\facility\shipment\ShipmentManifest.fo.ftl to the svn repository
2) add file %ofbiz%\applications\product\webapp\facility\WEB-INF\actions\shipment\ShipmentManifest.bsh to the svn repository
3) apply the patch ShipmentManifest.patch to the svn repository
4) remove the whole %ofbiz%\applications\product\webapp\facility\shipmentreports directory and files inside it.
5) probably but I'm not sure also the the ShipmentManifestView is not more used in any place and so it can be removed from the entities*.xml.
