Need to set state optional in the service definition and do same for the map processor and JS as well. But do not change code written for the USA in createPostalAddress service of ContactMechServices.xml.

In OnePageCheckout process the stateProvinceGeoId in the shipping and billing panel is mandatory field. But some countries don't have any stateProvince in it.So,making it optional at both places.
