Re-enable permission checks for batch services that automatically create requirements during order creation

As a temp fix, some time ago the permission checks have been disabled to avoid checkout errors when requirements were triggered by order created by ecommerce users (with no requirements permissions).
A better solution could be that of running the services using the "system" account.
