The order component should be considered "lower level" than the ecommerce component. This means that things in ecommerce can point to the order component, but things in the ecommerce component should not point to the order manager.

With revisions 471140, 471152, 471155, 471156 the task is mostly complete now.
The only ecommerce's resource that is still referenced by the order component is the EcommerceUiLabels file.
