When user create Payment batches from - https://localhost:8443/accounting/control/FindPaymentsForDepositOrWithdraw
And if then created batch is being used in reconciliation process - https://localhost:8443/accounting/control/FindFinAccountTrans (where Gl Reconciliation Id is selected : "Not Assigned")
then System does not allow to user to cancel the payment batch.
