Enhancements to return items available

There are two problems with returns which should be fixed:

1.  Only COMPLETED order items are available for return.  Thus, if a customer ordered 10 items and 5 had been shipped (issued on ItemIssuance), it is not possible to create a return for the 5 items.

2.  The [Create Return] link only shows up when the order is completed.  It should show up whenever there are order items which are eligible for return.  It should also be moved next to [Edit Items] instead of being a part of a ship group, since it is used to create return for the whole order, not just for a ship group.
