I'm in the process of implementing new features to the DHL ShipIt API.  Some of the logic requires date comparison that disregard the time component of Date objects.  I communicated on the dev list regarding my needs and the conclusion was to add the jar to the base distribution.

The compareDates method that I'm most interested in initially and is found in:

http://jakarta.apache.org/commons/validator/apidocs/org/apache/commons/validator/routines/DateValidator.html

The jar is available at:

http://jakarta.apache.org/site/downloads/downloads_commons-validator.cgi

The latest jar is:  commons-validator-1.3.0.jar
