Create New Customer fails if done after initial/aborted anonymous checkout

Create New Customer fails if done after initial/aborted anonymous checkout.

The solution to this would be to add something to the new customer event that detects that an anonymous user was in the session and cart, and then to have it remove that user when ready and replace it with the new customer account created.

I'm having trouble recreating this bug, can anyone provide some steps to follow?

I tried this:
Goto to ecommerce without logging in
Add something to the cart
Check out without login (I tried quick and standard)
Return to login and create a new account

This ONLY happens after an aborted anonymous checkout, ie after you get past the first page in the anonymous checkout process. If you then try to create a new customer or do certain other things, it will blow up.
